I'm not sure if Inukashi's really someone who isn't afraid to show their honest feelings ... I mean, they live in the West Block and in the end, showing your true feelings - especially feelings of kindness or love or even that you care for somebody more than for others - gets you exploited. I'd say they would be really reluctant and very careful to show their true feelings in the beginning; I can't shake of the picture of a dog that isn't sure if you're going to pet it or hit it until your hand is too close to avoid it.

But well ... I agree that Safu's directness would lead Inukashi to like her. And Safu speaks very freely about her feelings when they're strong enough and she has guts, like you said. That would probably lead Inukashi to open up considerably when they see that there's no hidden meaning (or threat) behind her words.

So yeah, I never shipped SafuKashi actively because of the whole building a world around them that you would have to do but I'm always happy when it shows up and ship it in the background.
