Yeah ... I once read that Japan has usually quite hot summers and really cold winters too. So it would fit. And considering the snow - I think if they said the ground was frozen over it would be cold enough for snow. Doesn't mean it actually had to snow.
And when Shion and Nezumi talked about summer in West Block, they said that it's quite hot if I remember that correctly. So all in all, Japan seems reasonable.
Well, if No.6 is in Japan and No.3 is the most western from there you could assume that No.3 is in America xD That's an information! (Cherish all the rare information you get on locations, really ...)
And yeah, it seems that the ocean is quite distant. I haven't finished the novels yet but I think Inukashi once mentioned that Nezumi told stories about the sea and that he was there? So it shouldn't be too far away? I don't know?
